TO ALL PARTICIPANTS OF THE STELLE GROUP,

Last month I wrote an open letter explaining my reasons for signing a petition calling for a May, 1975 election of the Board of Trustees. A copy of that letter is attached for anyone who might wish to review it. Recent events have caused me to change my position, which is why I am writing this letter and forwarding same to all participants of The Stelle Group.

Legal counsel, sought last week, revealed that: 1. Under Illinois state law (Illinois Revised Statutes, 163a12 - 13 and 163a13 - 14) members of The Stelle Group have the right to call special meetings and 2. According to The Stelle Group By-Laws, Article VIII. Amendments, “These by-laws may be altered, amended or repealed and new by-laws may be adopted by a majority vote of the total membership.” Each participant of The Stelle Group has received, or will soon receive, notice of a meeting on May 24, 1975 to discuss and. vote on a proposed. amendment to The Stelle Group By-Laws. The proposed. amendment deals with the establishment of a referendum.

“The laws of the Kingdom of God will reside in a constitution, and. all laws will have to be voted upon by the democratic procedure of referendum.” Dr. White in The Ultimate Frontier

This meeting will allow the participants of The Stelle Group an opportunity to take the first step in establishing the governmental base of Stelle, because, if the membership so chooses, a referendum will make the officers of The Stelle Group responsible to the membership in the proposal of rules, regulations, and. guidelines.

Given these developments, I no longer see the necessity of holding an early election, and I have removed my name from that petition. Dr. White states in The Ultimate Frontier, .... .men are wisely cautious not to revolt if the government can be bettered through the gradual evolution of wise legislation.” Dr. White also states, “Men must use every means at their disposal if it becomes necessary to defend their lives and. their intellectual and political freedom.” (Emphasis added.) I believe Illinois state law and our own by-laws have provided the citizens of Stelle with an effective means for insuring that we will always have a voice in the affairs of our community.

“Discontent is the first step toward progress - and just as often the last step toward destruction; perhaps the primary task of civilization is to learn to distinguish rationally between its discontents.”

“All institutions tend toward serving their own ends rather than the human ends of the persons who compose them, This is as much true of religious institutions as of any others, and explains why church organizations eventually debase or dehumanize the spiritual aims of their founders, and must be perpetually renewed by creative reform.” For The Time Being, Sidney J. Harris (both quotes)
