Funding of Stelle The subject of discussion then
shifted to the city of A
lengthy discussion ensued concerning the social and governmental system to be instituted in Stelle. The arrangement planned for
Stone, in which the commonwealth of citizens will own the land, buildings,
public services, and manufacturing equipment (businesses being
owned by the corporations of individuals operating them), was
discussed in comparison to the present world systems of capitalism,
communism, and socialism. Richard explained that Stelle will
be organized according to the recommendations of the Brotherhoods who have
studied the causes of the success and failure of world civilizations for
thousands of years. In building Stelle, the intent is to borrow the best from
all civilizations. The
object of common ownership of major assets is to prevent capital from
accumulating in the hands of some small group. Richard commented that so-called
“communistic” One
person remarked that the cost of our endeavor would surely be tremendous and
wondered from what source all, of this money would come. Richard replied that
the only way anything can be created is by putting
forth human effort; whereas money is simply a convenient way of keeping
account of exchange of services and goods. A system will probably be
developed in Stelle whereby income and expense are automatically entered and
subtracted from one’s account at a central bank, this to he done by an
electronic system coordinating all the businesses of the city with the bank.
Consequently, very little cash will be needed within
the city for its operation. The capital needed to build the city will come in
the beginning from the money accumulating in the Building Fund; and after manufacturing plants are established and begin to realize
profits from effort of their products, the expense of expanding the
city will be made through personal tithes and commerce tithes from the businesses
