The Defense of Stelle In
responding to questions regarding the nature and need for a defense system in
Stelle, Richard explained that, while Stelle will not be involved in warfare,
an organized force will eventually be necessary to protect the city from
attack by mobs roving in search of food. Whenever possible, psychological
maneuvers, such as a show of force, will be employed
to avert an actual confrontation, For example, the quick mobilization of an
armed militia of a thousand men would usually discourage any band of
